Dogs of War

In the Dogs of War lists I've seen, they list Voland and his Venators along with their warhorses. The warhorse's Movement is listed as 8 inches. The Venators are Heavy Cavalry, with barded warhorses.

The Warhammer Rulebook says that barding reduces a horse's Movement by 1 inch, and it gives an example of a group of Knights with a Movement of 7 inches. But, I had always figured that the Venators used a stronger warhorse, who was not slowed by the barding.

So, which interpretation is correct?

If the fastest (Elven) and the strongest (Chaos/Bloodknights) horses around suffer the movement penalty, then yes Voland and his boys are subject to the movement penalty as well.

having barding is having movement -1, what's there to interpret?

Unless you have an obscure special rule that says otherwise, there is only one thing to do. Apply the rule
