Because in America we had a government agency called Alcohol, Tabacco and Firearms. It really sounds more like a redneck party than a name of a government agency.
Just so long as it stays where it is...actually one drunken evening me and some friends decided the USA didnt really exist and was infact a roleplaying supplement for modern RPGs since no where real could be that messed up.

Funnily enough myself and some friends came to almost the same conclusion but we were sober when we did so.
