I read on army book that you can have a non-human general in command of a army of mercenaries.
The book says that the rules would be published on a future expansion (I assume a number of White Dwarf).

Depends, if your opponent is OK with you using them. They are unofficial, so you'll need his his permission.

Most places are pretty cool about it. Both of my local GW's have told me that I could use the Italian special generals in scenario battles and special events as long as I brought in an accurate and legible translation of the rules.
Italian special generals? Are the rules for Orc, Elf and Dwarf generals you mean? Because I thought they only existed in French (my copy is anyway, but the original was written by Nigel Stillman in English)?
Maybe it's French, it's been a long time since I looked at the original version and even longer since I actually used those rules.
