At what point are slain models added to the Cursed Company's ranks? The fluff in their rules implies it's as soon as they are slain (they are "immediately" enslaved), but that's not exactly a clear rule. I'm primarily wondering if they're added before or after combat resolution, since that could potentially affect outnumber and ranks.
Seems pretty clear to me; you add them to your unit as soon as you kill them, ranks are calculated at the end of combat in 8th ed, and outnumber rule is gone. Problem solved.
It's not very specific on when the Skeletons are created (Other than the fluff mention). But I would presume it's as soon as the model is slain. So this would be before ranks are calculated, and you may even get a few more attacks due to Richter killing a few models before the Skeletons attack.
No other time is really logical for the Skeletons to be created.
Another question:

Can you go over the 30 skeletons with your unit? it says that you can only buy up to 30 skeletons, but I didn't see anything about going over 30 models when they are slain
I would say yes. I don't think there's a limit to how many skeletons VC can raise for instance, and I think they had at least a few units with a limitation.
