Use Lore of Metal? Or take out everything else and then get White Lions last? Can't offer that much advice since I hardly ever face HE.
White Lions, like all armoured elves, can be heavily damaged by a good Hot Pot shot, as it will wound them on 4+ and ignore their armour. Additionally, you will normally be able to take units close to twice as large as his. Consider taking a unit of, say, 30 Norse with Greatweapons to counter his 15 White Lions.

15 lions (5x3), 10 attacks, 6.6 hits, re-roll = +/-9hits, lets say, 8 kills.

22 Norse left (started 6x5), 18 attacks (assuming you didn't take a wider frontage for a few more attacks, which you should), 9 hits, +/-8 kills.

Pretty even, and next round, he is down actual fighting models, even if you lose Frenzy, if you can hold, you can wear him out. The secret against Lions is to hit them with units that rely on numbers, and NOT armour, kind of the opposite of Swordmasters.

Anyways, against High Elves in general, you can easily gain shooting advantage, as their shooting is TERRIBLE. Crossbows will do a great job against their archers or to thin out other units, cannons wreck bolt throwers and do good damage to units, Heavy cav can hurt Swordmasters (as well as shooting!), and White Lions were discussed above.

For the Rank and File of a High Elf army, which will most likely be Spearelves, they NEED their numbers to be effective, take those away (hot pots do great here), and a good charge with Volands will clear them in a turn or two.

I took out half a unit of spear elves with dweller below. They still won close combat against my almost full strength dwarfs (hand weapon, shield, heavy armour)

The white lions were using a wide frontage (like the swordmasters) so it was more like 14 attacks + champion of which about 13-14 killed
Well, you get a turn to reform or two, make yours wider! Seriously, you should have the numbers on him. If you try and fight him man-for-elf, you WILL get smoked.

As for High Elf Spearmen beating Dwarves, assuming your Dwarves had Heavy Armour and Shields, that's what? 20 Spearelves in 5x4 get 20 attacks, 10 hit, re-roll = 15, wound with 7, you save 3, maybe ward one? Lose 3. Get 10 attacks back, 5 hits, 2.5 wounds, he saves 1/3, maybe kill 2? That's pretty even, considering EVERY man below 20 removes attacks from him, and if you were running great weapons you would probably do even better.

I feel the Elf-pain, I constantly fight Dark Elves, with SUPER cheap blocks of 30 warriors (backed up by dual hydras, dragon lord, pegasus caster, all bunkered near the Ring of Hotek) being a nightmare to face, but they are beatable.

Also, consider deploying cannons wide on the flanks, they make great work out of wide infantry units that way.

After a single game of 8th ed I figured out I needed blocks of 25-30 for almost everything on foot. For both my greenskins and my dwarves large blocks of infantry are very useful.

HE will shred most light to medium cav unit, so don't both charging (or taking them in your list)
Indeed. Cavalry charging any High Elves is pretty much suicide. Your light cav are pretty much limited to fighting against units which they outnumber, such as bolt thrower crews (although you won't see too many of those around), and your heavy cav can be used in a supporting role to flank charge his low strength units and remove his rank bonus.
